Short answer: they can’t use cloaking with Google Ads and stay compliant.
Google’s policy explicitly prohibits showing different content to Google than to users (“cloaking”). Even if the goal is traffic control or ad protection, any setup that serves Google a different page than real visitors is a violation and risks suspension.
